He originally had it as rubies, but then reddit pointed out it looked too much like redstone. He changed the color of the item before the first snapshot, but not the block or the variable name. Block was fixed in the second snaphsot.

It's hard going back through code and changing every mention of ruby to emerald. Same reason leather armor is still called cloth, and diamonds have been called emeralds for ages.

Diamonds are already close to nothing, the only good things now are the hard to get items like glowstone, TNT, and enchantments and even this just take a good farm and some time. Glowstone were all basically screwed lol
