Open up your favorite image / avatar, we'll be using an anime character.
Filter -> Stylize -> Find Edges
Image -> Adjustments -> Hue / Saturation (Ctrl-U) (200, 50, 0)
Filter -> Artistic -> Cutout (2,3,3)
Duplicate Layer 1 / Background and set mode to Color Burn
You should have gotten something like this:
