It would be cool if everyone had to make a house in spawn...
they obviously don't have to live in it but it would be cool to kind of see how big the server is

That would be nice, for those times when you die and end up at the spawn, you can have resources on standby, which is nice if the walk back home is a long one.

Spawn city sounds badass. EVERYONE should have to run through it, haha.
Anyways, now to wait for 1.3

Curious as to the application of this. This does seem like a bit like one of my random ideas for an area of predetermined lots.
Maybe rather than total reset, it could have periodic removal of unused houses? Like if it is set such that anything in the logs over a month old is removed, if any house is untouched in a month, poof?
I would also suggest that the secret exit be xray proof, and make it hard for people to follow others out.
Maybe a lock only openable by a sponge, so that once you trust a player you can give him a sponge for exit. (Sponges, although seemingly useless, can actually remotely update blocks thanks to a leftover piece of code. BUD switch in wall, bedrock hole, done.)
I would also like to be able to get started on a base ASAP, rather than trying to build a house. If I do build a house, I would like a couple stacks of pistons and a few double chests of signs. 
Also I would think that we should at least give a bit of a pause as to what 1.3 will bring. I so far look foreward to the merging of single and multi player.

I'd think it. Is a good idea to have one main building( like a town hall or a castle) in the spawn where everyone can build on(or just help each other)

I like the sponge idea.
