I am making this post as I was wondering why the server was not able to stay up. So while the server was up for a couple hours or less yesterday i investigated some homes.

I went to soccers home and found nearly a stack of placed teleport tethers around his base at least 48 around his quarries. I believe it to be something that should be limited and also that chunk loaders should not be placed inside the same chunk( I strongly think that this could be the servers main issue atm idk just my opinion).

Also shan was there to see this 'over use' of chunk loaders.

I really think that these need to be carefully laid out so that one we are not having the same chunk loaded numerous times for no reason and two improve server stability(this is still only my opinion not fact until proven otherwise).

Tut, soccer has had those chunkloaders up since almost the map's beginning, so I doubt that is the issue.

I have not said it was fact but an opinion.

Also other servers I have looked at have these as a banned item as to not cause lag and server instability.

So there is something there that might be the reason the server is having so much trouble.

This again is my opinion not fact.

Also wouldn't you think it logical to not have two tethers in the same chunk as to not make the server work twice as much to load the same chunk?

The reason I have a bunch of chunk loaders is because I'm not going to count out the chunks. Also, the server still went down again after you got rid of the tethers so I'm pretty sure it wasn't me.

Chunk loaders act as a very small player. It causes the chunk to load, not force it to operate per chunk. A chunk built entirely of chunk loaders should cause no more lag than a single one (Ok, maybe a little as it does the transition checking, etc. )
Keep in mind server size. I feel like saying 15 active players max, just without counting. Some servers are them old 50-100. As long as people aren't overboard with how much land they claim, how intensive they are (Entire chunk of timers at 0.2 hooked up to pistons), etc., then it should be all right.
I feel like the biggest cause of lag with loaded chunks is what people are doing with them. Quarry only if you have it hooked up to an output. Be very wary of timers hooked up to lots of machines at a low tick rate. Maybe leave them at 1s or even 2s rather than 0.5 or 0.2.
Have people also tried /removeritems to reduce lag?
