I think the server needs a little spice.

If this vote passes, each week three random players will be selected from a pool of participants. During said week, those players will function as bandits and be allowed to freely steal and kill, but not grief.

The underlying purpose of this is to switch up the current economic stability.

This is a really really really bad idea. If you thought pratical jokes between consenting friends was bad wait until this is unleashed. Nothing but bad will come from this. I can see what your trying to do and theres a seed of a good idea there but this cant possibly be it. Oh did I mention this is a really bad idea?

Bad idea reason 1: People who don't play much.
Bad idea reason 2: Unwilling participents.

Prank wars, with signups and all that seems good enough. As long as that is popular enough, it should fufill the same needs without turning the server into a state of fear.

Well, if anything, it showed everyone that they can posit their own suggestions and hold a vote on them.

Another thing , maybe you should remove , allowing to steal. It should only be like an attack with no stealing or griefing . Also if the bandit looses he must give his stuff to the winner and if the bandit wins he can choose to keep some of the stuff of the player.
