What should we do with the Enderman farm?

Some debate has come up regarding the enderman farm.
I want to build it and "own" it, meaning I can edit it however I wish, and that I "own" the mass ender pearl storage (Though I'll allow people to take some.) I won't use this "ownership" to restrict usage for my own benefit.
Some other players want the farm to be completely public, meaning that once it's built, anybody could rebuild any part of the farm if they wished.
And the third argument is that it should be private or whitelisted. I'm in favor of it being public, but the newest players added to the server should be observed first.
So, the way I want it to play out is that I build the "farm" part, and I own that part as well as the pearls, and other people can build the "base" around it, like the lobby and storage rooms.
After some testing, I've concluded that there is no reason to build it bigger than the first one was last time, as by the time you kill all of the endermen, you're level 31.

idea:
make it fully public. No changes to be made unless cleared by an OP.

Mind you, enderman can't TP over 32 blocks or something of the sorts. Thus meaning we don't have to make a "base" around the enderman farm. Have a watery tunnel leading to it then a very wide pathway. Players could extend this pathway (with no roof) left and right and could potentially build home type things. These things would be private regarding the player who built them.
Public things could be added, like an enderpearl storage warehouse. :p
And private things could be added, like a small shack to hold your chicken farm and store your enchanted items.
The farm itself should probably only have an enchanting room, the farm, and some pearl disposal system.
Edit: I like the idea for the farm part, Shandrew. The non-farm part (The pathway I speak of) could be regarded as a city type thing. The only problem is if you don't properly light it up or we build too close to the main island. (This pathway wouldn't have a roof btw, since no enderman could reach it)

If it ends up being public, I think those 2 make an excellent plan.

We could have the village go PAST the enderman farm instead of going towards the mainland.
On the issue of editing the farm, it CAN be expanded infinitely horizontally.

This is a server, not SSP. Things like this where there is only one end need to be community driven. I don't care who builds it, but it needs to be driven by the community and everyone who cares should get some imput in the build and or contribute to building it. That doesn't mean we screw with the mechanics of it or let people go in willey nilley change stuff once it's built, but there's always that option if somebody really see's fit to make a change they can offer it up.
Nobody owns spawn, but we each get to put our own little touches into it and it make it feel that much better for us all to be in spawn. Jousis, we all know you're a great builder but allowing others to help and to own into a project like this will make it feel so much better for those people and they'll want to use it more. If we run into issues here on how to build it or what so-and-so did to the end, we just take it up here, resolve it... the majority wins and we move on.
But IMO this shouldn't even be a question. Keep it with the community.

Agreed with Kaya (and Shan as well), it's quite clearly community reward, so it should be a community effort, and definitely any changes made by anyone once it's complete should be cleared with an OP (and probably a few of the people who built it too). Nobody should own something the whole community wants/needs if, like in this case, there can only be one of it.

Don't you dare have all this fun without me! Jousis, you and I built the original endermen farm and although it was great we need to build a better one. I'm not doing this to have "co-ownsership" and if it matters so much you can still own it but I really want to help build it. There can only be one and I don't want Schem building a better one again. I am logging on now to get supplies, hoping you haven't start without saying anything on this thread.

It's clear what the server has decided. We will build it publicly (we need to decide on which design we'll use. I vote the one we used the first time), and any changes to it will be cleared by an OP. We will build a "village" PAST the farm, so it's not too close to the mainland. I recommend we build a big room around the actual farm for mass storage.

I vote for the slimeball design. (Not the first one built)
Also! The bridge to the enderfarm is done! Now I have to work on the bridge to the city! (Which is half done) 
Slimeball design because the enderman farm would work quicker. There's a delay on the first design causing enderman to spawn slower. We also have a lot of slimeball farms around the place, so slime shouldn't matter much.
Edit:City doesn't exist yet, once I make some sort of rail to the end portal then you guys can enjoy building your own home or whatever there.

I disagree. The design I used, while it was slower, it required much less resources. We would need repeaters every other piston, and repeaters cost 2 torches, a redstone, and 3 smoothstone, which is a redstone and 3 stone more than what we would need for my design. a .1 second delay doesn't cause them to be spawned slower, it causes them to be pushed off slower. Although the sticky-piston design would allow for 2-3 more layers, we can expand it infinitely horizontally.
