1) To combat silk touch, you must replace all the ice that you took with water to let it freeze, if you don't have water, break two ice block or leave them left over and make an infinite source.
2) Outside of 3000 is open PVP - you may not steal, grief, raid, or spawn camp, but are entitled to the items on the dead player. Outside of 6000 is open world raiding (no griefing, theft / PVP OK). And, outside of 9000 is world-trim / anarchy / wild-west territory.
- OR -
Outside of 5000 is Anarchy.
3) (Possible) New players must establish residence within the growing territory of Spawn to prove their value and maturity. This will make Spawn a testing area for new players to keep veteran towns safe and allow us to easily monitor applicants.

The only thing i object to, is that A.) no one can tp/be tp'ed for the purpose of pvp, and B.) you cannot be in creative mode if you choose to engage into pvp
also, is this gonna be a poll or not?

It is already established that OPs cannot use cheatz during normal gameplay. So, it's really up to all of us to make sure that each of us enforce this.
And, no poll, just discussion.

Hmmm...
Now I wonder if I should still build where I built last time. Gives me the ability to use PVP to protect my house, but takes effort to protect.

My only real question is regarding the third rule. How exactly are we going to expect new players to set up in spawn when very soon (and it's already fairly advanced) there won't be any ores for them to mine. In order to join a server, you gotta have a spot with good resources in my experience, and very soon spawn won't be able to satisfy that.

Yeah, Jockslap, as it stands it would be tricky dicky to enforce. I'm just trying to figure out a way to centralize the newbies so that they can work, learn, and trade together while being monitored.
Maybe allow them to mine outside of the area, but only build on the border of Spawn?
Or, put new members in the currently most populated town.

I think that having 4 zones is a little too confusing (inside 3k, 3k-6k, 6k-9k, and 9k+)
Three would be easier to manage.
Inside 5k: Safe Zone no PVP unless in arena, etc
5k-9k: PVP only, no grief/theft
Outside 9k: Anything flies
I'm excited to get back into MC after this reset and game update.
